Scott Smith was hired as the City of Cedar Park’s Assistant Director of Economic Development in March 2023. Cedar Park has emerged as one of Texas’ leading innovation hubs for aerospace, defense, clean technology, advanced manufacturing, artificial intelligence, and life sciences companies. Under the leadership of the Cedar Park Economic Development Corporation (CPEDC), the organization was recently named Business Facilities magazine’s 2025 Economic Development Organization of the Year in recognition of its aggressive business recruitment strategy and innovation-focused economic development initiatives.
Mr. Smith has over fifteen years of experience in economic development and currently serves on the Boards of Directors for the Williamson County Economic Development Partnership and the Cedar Park Chamber of Commerce. During his tenure with CPEDC, Scott has successfully negotiated and supported transformative economic development projects involving companies such as Firefly Aerospace, Enovis, Hyliion, and multiple international advanced manufacturing and technology investments. He has also helped lead the launch of Cedar Park’s Innovation Grant Program and supported strategic partnerships with organizations including Plug and Play Tech Center to accelerate startup recruitment and commercialization opportunities in Central Texas.
Prior to joining the Cedar Park team, Mr. Smith was Director of Investor Relations for the Texas Association of Business, the state’s chamber of commerce. Responsible for growing association revenue through new membership sales, member retention, and corporate sponsorship opportunities, Scott exceeded fundraising goals in 2021 and 2022 following the devastating effects of the COVID-19 pandemic.
Mr. Smith brings successful deal-making experience on behalf of the State of Texas in addition to representation of Fortune 500 clients as a sought-after incentives consultant. As Governor Rick Perry’s chief analyst for the Texas Enterprise Fund, Scott closed corporate expansion projects and helped shape policy during one of the state’s most significant periods of economic growth. In this position, Mr. Smith led a team of analysts, project managers, and marketing professionals to meet success-oriented job creation measures established by the Texas Legislature.
Successful recruitment achievements included the relocation of Comerica Incorporated’s headquarters, projects involving Prudential Financial, and more than $150 million in state grants supporting companies such as Apple, Meta, eBay, Caterpillar Inc., GE Transportation, and Medtronic, resulting in more than 20,000 new jobs under contract statewide.
When not at work, Scott enjoys spending time with his family and their beloved dog Willow, whose energetic personality and enthusiasm for adventure keep life entertaining. He also remains active in philanthropic efforts benefiting the Friedreich’s Ataxia Research Alliance, a national nonprofit organization dedicated to advancing scientific research leading to treatments and a cure for Friedreich’s Ataxia.
